Call your ISP's tech support. You can usually make a pot of coffee and polish off a couple of cups while in the queue. When a real person answers, hopefully they speak your native tongue. If you find you can communicate with them, tell them what version of Outlook you're running. They might be able to help you get it going.
Most of the problems I've seen with Outlook setup revolve around the SMTP, or outgoing mail, server settings or not entering the password so it exactly matches the one the ISP has for the account.
Usually the box that says, "Log on using Secure Password Authentication (SPA)" should be unchecked.
Thanks for the advice, but the waterboarding worked. After 3 hours Outlook broke, started accessing my gmail account, claimed to have kidnapped the Lindbergh baby and insisted it was Joseph Mengela.
